Digital geographic information and 3D city models are crucial in developing smart cities and the digital twins of cities. Even though Finland is among the world leaders in opening up geographic data, a lack of practical applications and solutions to utilise the data, scarcity of practices concerning the utilisation of 3D city models in city organisations, and shortcomings in terms of competence both in city organisations and companies have prevented city modelling becoming more widespread.
The ‘KAOS – Developing the knowledge capital in 3D city modelling’ project uses training and events to develop competence in 3D city modelling and the readiness to utilise this technology in companies and in the cities of Espoo and Helsinki. The project is focused on the following competence areas:
- technical prerequisites for city modelling
- the operation of the 3D city model as an entity to support the processes of the entire organisation
- the utilisation of 3D city models as a shared information depository.
The level of expertise within companies will be mapped with the help of surveys and interviews and during various events. A multidisciplinary interaction team with experts in various disciplines from cities and representatives from companies and organisations that utilise city models will be assembled for the project.
Aalto University is the main implementer of the project, other partners include the Finnish Geospatial Research Institute FGI and SYKLI Environmental School of Finland. The project period is 1 May 2020–31 December 2021 with a budget of EUR 237,363.
