The joint development programme of the six largest cities in Finland – the Six City Strategy – started in 2014 and will be completed by the end of July. The learnings in the implementation period have been collected into a coherent publication for other urban developers to utilise.
The long implementation period has enabled continuous development and joint learning in a changing operating environment in a long-term and goal-oriented manner so that the results could be utilised and new operations could be built on top of established ones. Through trials, the operating
models and processes have been developed for the entire duration of the implementation in order to establish the most functional practices for steering the cities’ joint programme.
