The publication summarises experiences gained and lessons learned from the implementation of the joint development programme of the six largest cities in Finland – the Six City Strategy – over the past eight years. The operating models and processes were developed through the entire duration in order to establish the most functional practices for steering the cities’ joint programme.
The Six City Strategy was implemented between 2014 and 2022. The long implementation period enabled continuous development and joint learning in a changing operating environment in a long-term and goal-oriented manner so that the results could be utilised and new operations could be built on top of established ones.
