The classification procedures have to be developed extensively. Goal-based procedures are to be used, but with some basic rules of prescriptive character. FSA – Formal Safety Assessment methods have to be implemented. Ship requirements are to be based on intended sea area and ship type and primarily on existing equipment, sensors etc.
